Sir,
With reference to my despatch No:561 of
the 14th November last I have the honour to forward
herewith a copy of a further despatch from His Majesty's
Consul at Dairen on the subject of the establishment of
the Kabushiki Kaisha Kochu Konsu.

The Japanese title of the Company, according to
the Tokyo newspapers, is Kabushiki Kaisha Kochu Koshi
(Konsu is the Chinese pronunciation of Koshi). The
correct rendering of this title in English is China
Development Company Limited. It is to be inferred
therefore, from its title, that the Company does not
contemplate operations in North China alone.

Press reports in Tokyo confirm the organisation
and purposes of the Company, as reported by Mr. Austin,
and state that the directors so far appointed are four
officials of the South Manchuria Railway Company and
the managing-director of the Yamashita Steamship Company,
of which the principal business is the transport of cargo
between Japan and China and Manchuria. The reports
confirm also the appointment, as advisers to the Company,
of the President of the Osaka Shosen Kaisha, the Chairman
of the Board of Directors of the Mitsubishi Shoji Kaisha,
